I review alot let me explain in as thew words as possible.

I've seen multiple times the exact same submits on wayfarer while reviewing.

Either it's a new bug or people are not withdrawing there bugged submits of wayfarer.

    A lot of people don't participate enough in Wayfarer to be aware that they can withdraw. There's been a Twitter post, but if you don't check, you otherwise wouldn't know. Also, PoGO players without a Google/Facebook account can't even log into Wayfarer.

    I've resubmitted a rejected submission with (nearly) the exact title/description and images

    So it isn't out of the realm of possibility that these are resubmitted rejections.

    As much as the same person may submit the same portal multiple times, multiple people may submit the same portal multiple times. I know I've submitted multiple good candidates which had no portal representation at the time but later my submission is confirmed as a duplicate of an existing portal. There was also speculation in the past that Niantic push the same test submissions at people that are suspected of not reviewing correctly.

    I'm not withdrawing my bugged submissions unless one of them goes live.
