Wayfarer does not match Recon Badge

I have earned 96 upgrades which would equal 9600 agreements yet my recon badge is only at 8667. Is there a reason these two would not match?
I understand that while in poor standing agreements will not count toward the recon badge but I have been green since day one and I also only started reviewing after upgrades began.
Does anyone know the reason for the difference?

Edit reviews count for upgrades but not for the badge.
Wow such an easy explanation! Thank you! Ive been going back and forth for what feels like forever with support and all they keep saying is things dont count when youre poor even though Ive never been in poor status. Thanks so much for being more informed than support as usual!
