And also, I already saw the OPR badge, is there any badge for portal edit, or portal submissions?

The limit is 14 every 2 weeks, basically one per day cumulative up to 14 proposals. If you waste all, have to wait 2 weeks for the refill.
Currently there's medal only for review. The submission medal was removed because of a lot of crap the agents submitted back then. For edits there never was an should never be, make edits only if needed and to upgrade portal overall quality.

Recon, the review one. It doesn't count for submitting a review, it count for reviewing it correctly.
