It's a fact. @jplolo is the listed tester. The code posted in the OP is incorrect due it to improperly displaying. Which is why it was reposted properly with the additional info that was missing. @TommyGun96

I take it in the sense that it knows how it is started I have the idea but I don't know how to take it to any image or something coherent that I can understand

jJTW makes about as much sense as WTNj ; I'm clearly still missing something.
I quite simply do not believe this could be done on a mobile.
"Complete decode", nothing. All he did was add some stuff that should have been in the original post, but was left out.
(As for myself, I'm still scratching my head; it's fairly obviously not a straight base64 decode, as that just gives me nonsense. But I can't help feeling that 64 is important here somewhere - why else would the puzzle have "4^3" in it? And then there was @lifeissuffering's comment about "doing something backwards"... granted, either of those could be a red herring.)

Base64 to UTF-16 gets a number of Chinese characters, although it could be a false lead.
Pretty much anything to UTF-16 gets a bunch of Chinese characters. Doesn't mean anything - I should know, I actually read Chinese lol.
In general, it just ends up being gibberish. Consider the original hint again, the entire thing, and think about how it was presented. 4^3 yes, but there's something else in there that's important and might help
