Are upgrades broken from when the approval system went down?

Upgrades appear to be stuck for the end of December. All of my submissions that received upgrades from December 20th-January 2nd range are still in Upgrade Status(In Voting). However, any upgrades after that point have already been resolved. Upgrades I have received this week have all taken 1-3 days and are all answered as well. (Besides the upgrades from yesterday).
Can anyone else confirm they have stuck Upgrades from December? Specifically individuals who have received multiple upgrades since then that have received speedy resolutions.

Is there a way to tell when a nomination has been upgraded if you did not write it down somewhere? I'd like to check my upgrades to help.
Are they all in the same small area? There are thousands of queues and they may be in different ones depending on where they are.
I keep meticulous records tracking all submissions, and upgrade dates.
Its definitely not due to cells and proximity as they are "In Voting" proximity and cells would cause them to remain in queue

If there are lots of reviewers in one area, and not in another, an Upgrade won't get it out of In Voting in the second area.
I had a portal upgraded in Australia for 3 months, before it went through in the great PoGo purge. And I had another in the US that was upgraded from In Queue and had a result within 4 hours.
All of my submissions are within the same small rural town in the Southeastern US. So all upgrades should act similar, obviously time various could be related to Nomination Quality but some of the nominations are the difference between a .5 mile marker and a 1.25 mile marker where the later was upgraded this week and approved within 2 days and the other was upgraded on 12/30 and is still pending.

Trail Markers: They display the Trail Logo(Name), Distance, and City Logo.
Per Wayfarer Help:
"Trailheads, trail markers, mile/distance markers, etc. - Acceptable, if they have a trail name on them. Simple mile markers along a trail with nothing other than a number should be rejected."
Regardless of the quality of the "trail marker" nominations and if they should be pass or fail, it is still suspicious that they would not be closed out. I similarly asked for clarification that all nominations affected by the previous "bug" had been closed out.
@AgentB0ss, I assume these are actually in voting and not just queue?

Yes, I have 3 on my Ingress Account Stuck that were upgraded in December and 1 on My Pokemon GO Account stuck from December. All upgrades (12+) that have been upgraded in January have already been approved. Even the one that was upgraded yesterday just got approval today.
@NianticCasey Could you look into a potential December Upgrade problem?
I can confirm I have multiple upgrades from December that have not been resolved, despite having 12+ in January in the same small rural town also be resolved.
I have talked to multiple people on Discord who are experiencing the same issue of December Upgrades (through Jan 2nd) being stuck but January loading even being in the general area.
I know @BlameJamal has quiet a few upgrades stuck from around this time as well.
Its looking more and more like a problem like these subs are no longer being treated as "upgrades" despite showing as upgraded. Specially when recent upgrades are seeing resolution within 24-72 hours.

Yea definitely a scary response from support. It actually makes reviewing the minimum to only 1 thing upgraded at a time to be the best course of action. Instead of earning multiple upgrades per day/before the previous upgrade resolved.
This actually discourages me from reviewing as many as I do on a regular basis.
@NianticCasey Can we get confirmation on that support response, that if we have multiple Nominations in the upgrade status only 1 of our upgrades is truly being "upgraded"/"fast-tracked" at a time?
So long as upgraded nominations can still be reviewed normally I don't think this is a big of a concern as it first seems.
That said, if the fast track selection is random from any of your upgraded nominations I suppose that can still discourage having multiple nominations upgraded at once.
Actually was just thinking about this again.
My Pokemon Go Account is separate from my Ingress. I have only ever done 3 submissions on this account. 2 of the submission were made 12/29/19, one of those was upgraded immediately on 12/29/19 and this one is still stuck(Upgraded/In Voting). One was upgraded sometime the next week and was reviewed immediately and approved. I made a third submission on 1/11/20 and this one was upgraded the same day and approved within 2 days.
However, that one submission upgraded on 12/29/19 is now the ONLY and for the majority of the time between 12/29/19 and 1/17/20 been upgraded. Despite 2 other nominations upgrading after and resolving.
All 3 nominations are in the same small park.
This nomination being the only upgraded nomination should be "fast-tracked" for most of the time between 12/29/19 and 1/17/20 but despite this has not had a resolution. The other 2 nominations took between 2-3 days for review.
I think I'm at just less than 20 upgraded since November, and less than 5 have been accepted/denied. It's getting frustrating. I know my upgrades shouldn't necessary be closed within days, but I'm not expecting them to be unresolved after over a month. I brought this up in my "How broken is Wayfarer becoming" thread last month.
I just think the overall load PoGO nominations & reviews are placing on the system are causing unintended consequences that weren't as common with only OPR (Ingress) reviews & nominations.
One of my three Upgrades redeemed by now is still stuck in Queue. Must've been upgraded in December. The first Upgrade (redeemed before December) went from Queue to accepted in about a day and the third one (upgraded in January) also from queued to accepted in about a day. Other local players experience the same with multiple Upgrades from December. There simply has to be some strange bug in the System concerning those Upgrades.
@NianticCasey More evidence and reports from trainers showing that Upgrades earned/redeemed during the time when approvals were broken appear to be stuck but ones before and after are working fine. I am sorry for the multiple tags but we are seeing this on this forum, reddit, and discord.
@NianticCasey Please consider looking into this problem. It still all appears related to the problem earlier in the months where approvals were not going through. A lot of us have upgrades stuck from that same exact date range.

I'm pretty sure part of his job is to help manage the community, or was with @RedSoloCup here. How his job is evolving, I'll have to leave up to him to comment on.
He probably enjoys his job too, aside from the negative posts people make about him.
Not sure if related but, I have 13 nominations since the first week of January on "In Voting", several of them has been on this status since 10 days. I have not earned any upgrade yet, but I will earn one Today. Lets see what happens.
Actually I am very confident Niantic cares and hates when there is issues, the forums and us are not someones only job and so yes sometimes it feels like its difficult to get responses but I know its not because they don't care or don't want to help. People genuinely are not out to dismiss or ignore people.
@AgentB0ss There is an option to Edit a submission when it is "in voting" and just withdraw it, no? Have you tried to just re-submit the nomination? Seems like a too easy of a fix to me or is the new nomination going to get stuck in any way as well? Unless the location is a bit too far for you to just go there at any time and re-submit, then it might be a problem, yeah.
These are upgraded nomination so withdrawing would waste my time I spent reviewing earning those upgrades. I have multiple stuck so hours worth of time and work due to a likely glitch in the system.
Respectfully, @normix1, withdrawing and resubmitting is a disservice to those who have already spent time reviewing and voting on a candidate. It might not directly harm their review stats, but it's wasting their time. And, as @AgentB0ss pointed out, it's invalidating something that was intended as a personal reward for reviewing.
@NianticCasey Still experiencing same issue with upgrades that appear to be stuck. It’s appearing that upgrades are either going through within 1-2 days or getting stuck. There’s no in between, either 1-2 days or over a month on upgrades. I have 15 items upgrades for over a week yet just 2 weeks ago my upgrades were going through in 1 day. I also still have some stuck from December.
edit: it feels like upgrades are not fast tracking anything.

Sorry to bother you, since we are discussing stuck upgraded portals in this thread, I would like to request some assistance in my particular case:
These two portals are still stuck as "Upgraded" and "In Voting" and have not been seen by any local reviewers (when asked). Support is not responding either. Can you recommend any course of action I can take here, or are you able to escalate this in some way? It has been far too long and not going anywhere
List of some of my oldest Nominations that are stuck. Upgrades applied in November and Early December. Niantic support just tells me they don't have enough reviews. If upgrades don't work right, it just kills the motivation to review.
Although the option is still there, once it is "In Voting" you cannot withdraw a submission.
