Why AP income in IFS is calculated by the AP difference between the first hack and the last hack?

Considered that AP can be earned without hacking and lots of agents only hack once but not two by mistake during IFS, it will be more friendly to participants if the "two hacks" requirement is taken out from the requirements of participating an IFS (i.e. Agent will be counted in the participants of an IFS if they successfully hack the registration portal to get media, and they gained 5000AP during two hours)

Unfortunately it is a technical limitation on the backend we have to work around.
Note that like Sojourner, the hacks to bookend the AP can be on any portal. If someone wants to earn their 5000+ AP by destroying, they just need one hack at the beginning and on at the end.
It is difficult to imagine a situation where an agent cannot hack two portals in a 2 hour period while earning 5000 AP.
