Make [IN VOTING] status upgrade-able

I would like to suggest to have [in voting] POIs to be upgrade-able.
I understand fully well that you wont be able to edit [in voting] anymore since it (should be)in voting, but it has been months remained that way.
and the fact that we have no control over what's next to be in voting, other than our area of activity(?). It's bothering me that I want them to already have a result. To add, there's one in voting that is already a duplicate, I didnt withdraw so the photo I took would just add to the existing, but had stayed in voting for months now, ever since weeks after opr turned wayfarer.
Extra: Did Wayfarer slow down? or it's just less reviewing?

Wayspots that are "In Voting" are already upgradable. I've upgraded multiple myself.
