The owners of the business might not want to have people hanging around playing a phone game getting in the way of production etc. Also safety factors as well.

Art is something with culture added to it. Not just a visual stuff on a wall. A random TAG vandalized is more art than this.
I know you're mad because it's your first submission/denied and is probably closer to you house or work (may you work there), but getting mad and discussing it here is pointless. I got a lot of denials too, with better candidates than this. The only thing you need to do is submit it again, with better picture, angle, description, etc. If you get more than 3 denials, them you can start getting mad and probably stop trying this candidates in particular.

The ART is the candidate, not the shop. Generic business makes 0 sense as a rejection reason for a painting.
The nomination was a mural on a garaged door, not the business itself. In the October 2019 AMA, Niantic stated that murals and other candidates "should be reviewed on its own merit".
The simple fact that you are calling a mural "graffiti", a form of vandalism, speaks volumes.
Well, graffiti can be vandalism, if it's done without the property owner's permission.
If it's done with their permission, however, that's another matter entirely; for example, there used to be a skate shop a couple towns over from where I live that had an outdoor wall that the shop's owners specifically said could be used for creating graffiti on.
Also we are NOT reviewing to get Niantic sponsorships. Their sponsorship program is completely seperate from us and frankly none of our business. Rate based on the guidelines not made up stuff. I highly doubt businesses are going out of the way to get a wayspot.
Vandalism or not, a graffiti is usually a 5* for portal criteria. In my language the word graffiti is adopted as a kind of "beautiful street art". I'm not sure if in English it just meant for vandalism. Vandalism here is usually just some random weird letters that just who drew know the meant.

Graffiti TAGS are ineligible. Street art is acceptable. We as reviewers are not expected to know whether it is commissioned or not. If it gets removed then the locals should report it

Isn't it inside the business's lot area? So you mind showing the location so we can see in streetview?
It is on the building. My point is that it doesn't make the artwork a business. I submitted the painting, not the company.
Per the guidelines, whether or not it's "on the grounds of a business" is irrelevant.
If the candidate is not the business, you evaluate the candidate independently of the business.
For example: Say you have a generic office building with a front lawn and a gazebo on the lawn.
The generic office building is ineligible (generic business).
The lawn is ineligible (natural feature).
The gazebo - despite being on the lawn and in front of the generic office building - may be eligible.
That's why some business are fooling Niantic and just creating a graffiti art on their wall instead of pay a monthly fee.
And about your example, as I already said, it's a low quality candidate. It probably got votes under not meet criteria too.
About the guidelines on wayfarer, what makes a good candidate:

Your example isn't a cool piece of art. It's just a tool in a door of random company.
