Playgrounds, drug trafficking and pedophilia.
In certain courtyards of my city, the portal has playgrounds stably the same color. Agents are afraid of them (except for those who live in these yards), as there were cases when local residents psychologically attacked agents (with threats to call the police). People have been accused of tracking children playing on the playgrounds, drug trafficking, and so on. What to do with such portals if they are not accessible due to threats from local residents?

The issue clearly are the people , not the game
I would ignore them, just because u are at a playground with a phone doesnt make you a criminal, let the police come and they can decide maybe.

This is a game you play outside. You're susceptible to be harassed, robbed, kidnapped, hit by a car, etc. If you know there's is places that aren't safe to go, don't go there! The local residents aren't actually wrong. In their view they are protecting the neighborhood. Best we can do is respect and don't act weird.
You could report the portal for removal due to unsafe access.

Calling the police because someone walked through their neighborhood, or worse, because they were playing Ingress, is wrong.
This is unfortunately the nature of playing a game in the real world.
If someone said "Hey there's a new restaurant I want to visit" and it was in this area, would you go? Or would you say "Hell no, that's too dangerous"? The same applies to Ingress. Niantic is not the police and any interactions that threaten your life or wellbeing in the real world should be reported to the police.
If you can't make a change in the environment, the only other option is to ring it off.
