Well, today a restaurant I submitted finally got accepted. It took me 14 tries.
A place that serves alcohol is not a 1* because of that. A liquor store is. There's a clear distinction in the Wayfarer guide.
Anything that primarily serves alcohol (not age appropriate for younger players) such as bar / club etc is 1*
Anything that also serves alcohol not as primary focus (eg pub / restaurant etc) is potential candidate

Plus, there's the distinction between "serving" alcohol and merely "selling" it.
"Serving" implies immediate on-site consumption; "selling" implies consumption at a later time in a different locale.
