I think that is one of the reasons we get the "What is this option" at the bottom of each review so one day the "feature" can be removed, and the data of What is this can be useful in determining what would make the next most logical Fortress/Gym/Sheep Port (IDK how catan is gonna use the wayspot database yet)
For me it is quite humours when a Ingress Focus agent is confused when the thing they submit (that the agents places a thumbs up on the 2nd they see it got approved) becomes a pokemon gym. And because of it being a location that pokemon players travel, they then get said location attacked more frequently by pokemon playing agents. (I know that 2 minute wait for a Raid to start is a big reason i open ingress during pokemon adventures, and in my case if the portal ain't blue it will be before this raid starts)

If you ever find a location with gross/irrelevant photos on it there is a whole sub section of this forum for requests photos be removed.
Yes, I would love a better system for determining the next "Gym" that is seperate from ingress. But I know at least 2 people started playing ingress and enjoying themselve from what just started as a pokemon friend asking them to Thumbs up a portal. So from NIA's perspective they actually get more active players out of this.

If that's the case, it's yet another time Niantic fundamentally misunderstood how their game is used. They may have liked the concept in the first place, but very few people actively thumb up picture for quality, regardless of faction, and 99% of portals still have their original submitter's picture.
Making gyms at portals with more pictures band thumbs was smart at the start, because important buildings usually get more pictures, but now that everyone knows how this works and are abusing it, isn't a good idea anymore.
Better be random than open for manipulation.
A know cheatter and multiaccount from my area managed to submit 6 almost equals pictures from a portal, and used his 15 accounts (yes, fifteen) to thumbs all of them. Them he proceeded to move out a gym out of his place, so his couch pokestop became a gym. Without his thumbs manipulation, this extra gym could be gone to a local park and became a ex.

Doing good, harm or nothing, it's not right or even fair that one game mechanism it's inside another. This function should be separated.
