How does the upgrade system work in OPR?
I have had an open upgrade for more then two weeks and I know I have over 15 portal submission/nominations in the portal submission limbo. Is it normal to have an upgrade available while having numerous portal submission/nominations in que?

No, submit a support ticket
Submit a ticket at support.ingress.com.
State you have submissions in the queue and available upgrades but they are not being applied.
When you receive a response, they will push your limbo submissions out

I have not been "Updated" I even did ask for an update using the report ticket and have not received any word.
Up to two upgrades available, submitted four more times. Upgrades have not gone through. Contacted NIA again and here's the conversation, got to read down to up.

Thank you for contacting Ingress Support.
I appreciate your interest and contribution in expanding our Portal network and thanks again for the feedback on OPR Upgrade System. We have reviewed the Portal submissions in question and can confirm that they haven't received enough votes from the OPR reviewers to reach a decision. Once the submissions have received required voting, after additional processing, we will notify you of our decision via email.
If you feel that any of the Portal Submissions in your area is taking more time to be reviewed, you can always contact your local OPR community to help cope up with this situation. As the Portal Submissions gets reviewed according to the active participation of the OPR community in your area.
Also as mentioned in our previous conversations, OPR Upgrade system will randomly pick one of the submissions you have made on your account each time you reach 100 agreements and the randomly picked candidate will be fast-tracked for review to the OPR community. The randomly picked candidate can either be an old submission or a new one.
None of the submissions will be ignored by the system as every candidate will be considered equally. We request you to keep reviewing candidates to increase the chances for the specific candidate to get reviewed through the Upgrade system. If you wish to know about the Portal Submission, please get back to us with the Portal Title.

This is an interesting situation. Hopefully a Niantic employee might get in contact with you. I do believe that if you tag certain Niantic employees on the forum they will be informed of your situation. @Engrish Hopefully your problem gets resolved (PS, tag them like I did in this comment).
