I agree except, what happens when you buy a second hand phone, and it's blocked in ingress by some spoofer who owned it before you. If they could solve THAT problem, then yay.
Also, we had a local spoofer who ran a phone repair shop. He had access to hundreds of phones.
Well,actually,android device id can be replaced with root access.IMEI/MEID can be overwritten diffirent ways,some MediaTek-based phones can replace IMEI even without root - just in engineering menu. I saw an app which replaces IMEI each reboot. Root still can be hidden. And,even more,spoofing can still be done without root,i've reported some ways how it can be done before,seems nothing changed (I don't know exactly how about iOs,but i am sure there are some tricks too).
Yes,that's an ToS violation and in many countries IMEI changing is a violation of the law,but i don't think bad actors care about that.
So ban via imei is not a good enough idea. And i don't know is it legal to collect any IMEI data without permission.
Actually the Cease and Desist legal actions have been pretty effective as a permanent ban.
Spoofers routinely fake IMEI responses.
