Regarding removing POI
Just wondering if Niantic employees are the ones that review removal requests as during my time in OPR I have never see that come through. Well unless they disguise it as a location edit till the majority select unable to find

No. It's not opr if you select report an invalid portal. You usually just get a silly e-mail stating there is insufficient evidence to remove portal. That's reviewed by Niantic employees.
So yes it's not a responsibility of OPR, and the POI had the benefit of the doubt unless you can prove 100% otherwise
I reported an invalid portal for safety reasons. Got a response back in a week refusing to take it out. Normal response time for opr isn't even close to that. Yes, to the best of my knowledge employees review it.
The only time I've seen a portal removed was when I submitted a new photo that shows the building being demolished, and made an invalid portal report at the same time. The photo got rejected a few days later, and the portal disappeared at the same time.
By the way if your removal request is rejected, you can request it again in the forum, where you may (not always) get the reason why your request is rejected.
I submitted an unsafe portal through pogo and it was removed/I got an email response within 30 mins. My friend had submitted through ingress the week prior and didn't get a notification about the removal until the day after I got a response.

Niantic have mentioned potentially having Wayfarer review portal photos as well, but this is unlikely to be implemented any time soon. It's unlikely invalid portal reports will ever be reviewed by Wayfarer.
They refuse to remove the one invalid portal ("Flower art", formerly "Miss Kitty Sanctuary"), and they refuse to indicate why, AND they refuse to tell me anything more that I can possibly do to convince them of their error.
