Idea for appeals within OPR

There seems to be a spate of rejections for spurious reasons, like parks and churches rejected as generic business and murals rejected for not being culturally or historically significant.

Suppose OPR had a built in appeal process where you could resubmit a rejection for further review without having to return to the location. You could have the opportunity to edit the location and submission statement before appealing, or add an extra statement with grounds for the appeal.

Each person would only have a limited number of appeals (say 2 per week) to prevent flooding the system.

Each submission could only be appealed once and if rejected a second time you have to resubmit.
