Should we OPR rate in 2D or 3D?

I was just looked at an invalid removal appeal and it reminded me of an OPR issue I've had before.

So the appeal in question is about a portal on a bridge that has been removed. The argument goes that while the portal does not have pedestrian access, you can get right onto the center of the portal by walking along a path that runs under the bridge.

Here's my problem. Ingress is a game played in 2D, on the horizontal plane. Distances in the vertical plane are ignored. Frescos or decorations on the sides of buildings are allowed, despite often being 3 stories up and therefore against the 'able to touch it' and 'safe pedestrian access' rules. Is there a difference between a portal that is 30 meters up the side of building and one that is 30 meters up on a bridge?

If anybody has any thoughts on this, I'd like to hear them. I'm never sure which way to go with these types of portals.

    The third dimension has never been a factor. There are some portals that are murals or other decorations well above ground. I've got underground portals from above ground and vice versa. I've got ground floor portals from 40 floors up.

    For me, it really depends on if they physically can reach the object vs whether it is safe to do so. If a person physically cannot reach the object (such as the object is hanging up in the air or on the side of the wall above ground level, then I would allow some leeway in it's safe access rating. If, however, a person can physically reach the object but it is not safe to do so (such as a case of a mural on a retaining wall next to a street with a sidewalk above the retaining wall), then I would rate it 1* for safe access.

    That said, this would make for a good AMA question.

    P.S. BTW, in the example you cited, I believe the object was located in the fork of the road just beyond the bridge. The pedestrian walkway that went under the bridge was roughly 10 meters away on the horizontal plain from the object. That is why I specifically asked for where the object was located, because it didn't look like a case where you could get directly under the POI.

    This was one of my AMA questions that I wanted to ask because a member of my community got an art piece denied for pedestrian access because it was on top of the restaurant and we always believed that height wasn't a factor since you could walk into the building and access the portal.

    With the AMA being moved to tonight I probably won't make it before it gets closed so I hope someone asks!
