please geofence passcodes

I've been to two events (Navarro and a FS in Santa Barbara, CA) where passcodes given on site were leaked to the internet and went Fully Redeemed before onsite participants had a chance to use them.
It should be a simple matter to geofence passcodes so only agents in a specific area can use them.

They could also just limit it to the participants.
They have a registration portal anyway. They could use that to check who can redeem it.
Or just push the items to agents who attended and just skip the entire passcode and care package ordeal
Leaked may not be the right word. Posting "how do I decode this?" on the FS Slack isn't exactly leaking.
Pushing items is always the wrong solution. For example, I don't want items pushed to me before the anomaly when I'm farming all the time, I want a code I can redeem when I'm below cap.
Similarly at a FS I don't want items pushed to me that will put me over cap when I need to hack the registration portal.
Theoretically, Niantic could make the check-in portal give you the items when you hack it, much like the restock portal at the end. I'm not sure if that system is set up to give level appropriate gear like the passcode system can, though.
I think one can expect needing space during anytime of IFS. The passcodes can always be pushed at the same time after Niantic finalizes the FS tallies when they apply the double AP to agents.
Part of the point of IFS passcodes is the two POCs have to work together to decode them. Simply pushing more gear by hacking a specific portal doesn't help cooperation.
I think the idea of a passcode is that you may redeem it when it fits you. Of course, if they get shared it's over.
This might be where the limitations of a passcode present an issue. I'm hoping there's more automation with FS like how the Field Test did - perhaps something can now be added into the app that encourages more cross faction activity for items upon completion?
We could have a specific landing page added for IFS that details the FS and lists instructions and portals to hack or perform an action for both sides. It could be a random list for each faction similar to the objectives that the Hexathlon required.
I only got one passcode working for me out of all FS I attended, while others were cleaned up as soon as it's posted.
Maybe it was leaked earlier, maybe I was slow in getting it, but it is not really the incentive I was looking for in an FS.
