It's possible that Niantic may take that into account and allow for dual usage parks to be approved. How they would prevent that from being abused makes me think that isn't likely BUT this is a question you should ask clearly when the opportunity comes. As of RIGHT NOW though, these submissions violate guidelines and the twists you're doing to make them go through is abuse.
You should write your questions and maybe ask the community to proof read them so that they are as clear as possible. That is a path to getting your way that is actually constructive.

I don't agree that they should be approved, honestly. But I dont agree with Niantic about a lot of things (eg; Military base ban). It's a question for Niantic because it violates current guidelines but that's the point of the AMAs, to get further clarification.

Yes exactly but he won't. Partly because it's not just 1 question but like a dozen questions that all need to be taken into account. That wont be universal and who knows how many schools are in the diametre of your review network. I get submissions to review from over 2,000km away.
Here are some of the questions That would need to be taken into account
Is the 'park' part accessible at any time or is access restricted during school hours?
Do the children all stay in one building from morning bell to end of dayborDo they move classrooms?
Is there a cafeteria and seprate eating area
Do the kids get playtime and if so are they allowed out to use the playground?
How is it better for the Whole community regardless of what game you play if any to have people venturing onto school grounds? It isn't, the price for leaving those areas void is what? Missing out on a few portals, seems a good deal.
Just a interesting tidbit as I also play pogo (secondary), I've had several Cops in our raid groups from time to time and they have said how particularly in the beginning that criminals (usually drug dealers) would claim they where playing Pogo when approached by the cops at various late night spots. Not to mention the well reported cases of people being lured out to secluded locations and robbed.
To me it feels like you are opening the the door a little to far for a predator. Or i guess at beat case (for the kids) a legitimate player gets accused of being predator **** a local school.
Now if someone (we all know who) wants to tell me how Niantic PR could or would handle a terrible situation like that, of a predator using the stops or gyms on the multi use school to abduct or abuse a child I would like to hear it.

Pedators typically do not play the game. And if Niantic is allowing them to play the game, they need to adjust because they are promoting going to playgrounds and other areas like parks where children should be at and safe.... Schools and Parks are safe for children....
Why niantic placed this is always going to happen but they have a removal system it is becomes a problem they are already building from PRP.... It would be no different.

Please clarify "interaction" with a fountain - does it mean reach out with your hand and physically touch the falling water?
A: One of the criteria for eligibility is the object in question needs to be accessible by foot. If the fountain is in the middle of a roundabout with no crosswalks leading up to it, it can be considered ineligible and removed. If you feel the candidate was removed incorrectly, you can post a public appeal in the Community.

Again so you are asking Niantic to find the hours of every school district in the united states and set hours on all portals, stops, HPWU etc?
