As for the Submission Statement:
"per the help section you are allowed to have a portal a few feet off of the object. sidewalks are a public place and not school grounds. its allowed to be approved. no set distance exists for portals to be away from schools. 5 star should be the vote."

That playground is part of the K12 school property. As such, it is an ineligible submission no matter where the pin was placed.
Continual submission of ineligible POIs can eventually lead to a submission ban, as some reviewers may eventually flag them as "abuse". But that's a NIA OPS problem in the end, not an OPR problem.
The "Kenpo" Karate school across the street is a potentially viable submission, even if the pin is located exactly at the sign instead of the building. The actual location is way over here though:
In my experience, such places often end up requiring multiple submission attempts, despite being places that encourage physical activity.
I would still move it to the correct location.

@0X00FF00 , yep thats exactly I'd do, If i saw that support statement on a sub I'd screenshot it, report the sub as abuse and then also report it to Niantic with their chatbot as abuse of submission guidelines with the screenshot as proof in hopes the account gets banned or submissions taken away

Can you add multiple screenshots as evidence because I would screenshot one of the many times he was told this was against the rules and submit that as well.
People who do this should just be outright banned from the game. Not only for falsifying submissions bit for trying to lie to and mislead others into what is right and wrong
I'd definitely flag as abuse as they're clearly trying to break the guidelines rather than find worthy candidates.
The person who Submitted that is well known in this community.

I voted this 1* and I believe I flagged it as abuse.
And, for the record :
I opened up the Map, and realized that the submission had the position of the pin that was not actually on the Playground.
I moved the location of pin to center of the playground that was close by.
By doing so that, the location was now in the correct location, but alas it was invalid. It was now invalid because it was on Elementary School's property.
Following the Criteria, I determined that it did not meet the Ingress standards for a valid portal submission.
I then I gave it a "1 Star" rating because of above reasons. I also added a reason of how and why I reached my decision.
Noticed that they haven't posted on the forums the last couple of days. I wonder if a block was issued. I know I reported several posts of their that accused other forum users of cheating without evidence, deliberately dragging discussions off topic, and stalking other forum users around in order to **** them.
I would screenshot that and report it through the chat bot as an abusive submission.
I was thinking that the map would show where he put the Pin, and where the playground actually is?

I often see similar donation sites and "blessing boxes". I normally 1 star them since they don't meet any of the criteria, though I perfectly understand the good intentions behind their nominations.

Donation boxes should be POI's. That is the point of them. To donate to the community to help others. "It is the agent who is helping the community learn the community." First paragraph of the submission process.
The playground at logan, should of been left alone. Because no one has a criteria yet of how far from a school is allowed. Off school grounds is allowed. Sidewalks are off school grounds.....
Sidewalk is not the POI....
The donation box is fairly generic, and there is no set criteria for donation type places. Blessing Boxes are similar to LFL. Some community organizations can be argues as such. However, these generic boxes probably not. I could be wrong though.
You are incorrect . You attempted to place a Portal where the POI was not located. By review of the Aerial and street views I found where the playground actually was. I corrected the location to the exact center of the POI. In doing so, it was obvious that it was on School Property. Therefore it did not meet Niantic Criteria for a Portal . There is no valid reason for placing it anywhere else.
Nothing in game currently says it has to be on the portal. And I have proven it is written that they are allowed to be located a few feet away...
Sidewalks are public space and not school property... Per help as long as you can visually see the POI from the portal location it is valid.
When submitting it literally says AS ACCURATELY AS POSSIBLE.... please tell me again how that translates to move away from the POI?
Accurately as possible....... It is in that statement. Doesn't say exact. Within a few feet it is allowed to be off the portal. Only thing that matters is being able to Visually See the poi from the portal.
The accurate location was in the center of the middle of the location. There was absolutely no legitimate reason for you to place it elsewhere.
There is nothing you can say will disapprove my statement, therefore my actions were absolutely the correct thing to do .

No where does it say to move it.... No where..... It is the agents job to help agents discover and enjoy their community.... If I was the submitter, than it is my job to help the community discover their community... It does say.... "The real-world location of the Portal is extremely important. We want Agents to be able to visually see and experience the Portal candidate when they visit the real-world location. Please make sure to examine the real-world location of the Portal Candidate using a variety of sources, including maps and Street Views. You will be asked to rate the real-world location by answering the following questions:"
No where does it say place exactly on the location. Contradictory, it says sidewalks must be included.... Yet you are removing from the sidewalks.... You are purposely creating more issues....
