Shotgunned portal location edits: catch 22?
Oftentimes I see location edits with multiple points to choose from, where there's a cluster that looks mostly good and one outlier. Let's say for example there are 4 spots to choose from for a statue: three clustered around a clearly visible statue, and one out in the middle of a road. It seems pretty clear that the outlier was the original location, and multiple people submitted accurate — but slightly different corrections.
The problem is, none are 100% accurate but I'd be happy to see the portal move to any one of the mostly-correct suggestions. Everyone who sees this edit request will pick one of the three perfectly good ones, or "unable to determine correct location". The inevitable result seems like a hung jury and no changes made.
Is there any way around this? It's frustrating that the more people who see and try to improve the portal network by correcting locations, the harder it is for the system to work.

G+ is dead now, but they said they would take the 'average' of location adjustments with outliers removed, when determining where reviewers want a portal to actually be. I'd imagine they apply the same logic to Edit clusters.
Yeah I've seen several edits (not just location edits) where I wish I could move the portal off a really bad placement to the correct spot.
Communicate with your community you've made a relocation request.
As a reviewer with no Street View or similar, you can't really do anything but your best guess - or skip it. If it comes up again, maybe ask in your local OPR group, if you have such a thing? I see some of these clarified by a nearby agent from time to time, when people ask.
In my local area, submission reviews often take approximately 3-6 days. Some things take longer, such as the ones we KNOW are very clearly visible on the overhead satellite view (and so we didn't bother adding individual photospheres for each).
The last portal edit submitted took more than a year to filter through OPR. I'm given to understand that there is a higher priority for "local" agents to review edits than for submissions, with "local" being even more restrictive than otherwise necessary.
Unlike submission "Limbo" (ie. submissions near recently removed POIs), there is no such Limbo for edits. Just not enough reviews to achieve consensus.
