Recursion before FS is only a problem if you do it on the day. Advice is to recurse 12 hours before FS starts. Anecdotal evidence is that starting FS with 10 AP rather than 0 AP avoids this problem too, so just recharge something before it starts.
I've known an agent who started the recursion countdown timer at the beginning of the anomaly, and confirmed it and recursed right after the anomaly ended. Wasn't a problem for them.
No problems doing this, it seems to be a popular thing to do right after Anomalies. Recursion is fun, and definitely makes the game new and interesting.
When you recurse too close to the event window of First Saturday, Niantic can't measure the AP as it seems recursing puts your AP in a different data field. I know calculation is hard on Niantic's side for the double AP. (it probably is the reason why they have so many sig figs displayed for AP calculations)
Not sure. Unrelated but still within "change" context, I changed my IGN a few months prior my first remote participant event, and it was only approved THE DAY AFTER. lol. But the seniors told me to inform the Person In Charge ASAP, so I did...and thankfully got my first anomaly badge.

The problem at the First Saturday was the loss of the double AP. People were advised to avoid recursing close to the event. Is this now all fixed?

Do it! I did it after Chicago Anomaly. All the turnover nearby allows for fast leveling back up.
