How accessible/public is enough?
I have been gathering photos for nominations and I'm not sure how "communal" some places need to be. For example, community parks. If they're gated to the community, or for HoA use only, they're still accessible for THOSE people (like restricted water towers are to employees). Is the idea that if SOME community can gather there that it qualifies, or does it need to be 100% open to the public from outside communities?

I believe so long as the public has some kind of access to it, even if it's only very limited and on select days etc.
Personally I have always looked at it as, so long as it's not job restricted access or even gated community than the rest should be good

Everywhere that is safe to access and not on a private home, farm, k-12 school/daycare, and military base are acceptable. Even gated communities/parks and job sites (that are not obstructing emergency services.)

So long as someone has access to the location, it has safe pedestrian access, and does not appear to be on private residential property (single family home) or a Pre-K to 12 school, then that is all that is required for the portal.

I've always heard that you have to be able to touch the object. (Well with the exception of objects that are too high to touch)
