Hart Miller Island is limited access for the community and limited throughout the year for access for everyone. Should not be a portal as it is only reachable via spoofing typically.
Picnic tables are actually in eligible criteria. Yes you have to prove significant... But that doesn't mean pretty. You can define significant use and still be valid.

NIantic games are niantic games. Everyone plays them. I don't have to play ingress after I got lvl 12. Local players make up crazy rules that already got one legit account banned as a result. That I will not risk any future accounts afterwards. (Local players make up crazy rules, the world of reviewers make up crazy rules, yet ingress is the best because you guys tend to try and force people out... You can't stand pogo players yet, you guys approved most of the PRP submissions.... and allowed crazy edits to occur. Yet reject valid things for local neighborhood parks that guide say they may be allowed, yet reject because you don't see something painted to be significant. Yet paint is not required to make something significant. Significant use is a reason for portals, as that is the definition of a hyper local spot. Fishing spots that can be found in the real world by players who can't stand the submitter, are confirmed as he found 1 spot out of 39 acres and was able to take a similar picture, that is the definition of a hidden gem.) Yet reviewers don't have common sense.
Description is not mandatory.... It had accurate information for local players to locate the portal. Nothing else is required. Actually would of preferred my regular description information where I tell reviewers how it meets criteria because it would of been approved and reviewed properly.

Ask how you could improve the submission to increase its likelihood of being approved next time. Basically get 'community' feedback.

I wonder how many trainers or wizards would know anything more about a pokestop/inn than just that. I doubt most know anything about them even there titles (the exception being gyms). But an ingress agent knows the dozens or hundreds of significant portals that involve or affect there playbox

Leonardo da Vinci's greatest masterpiece might be 4x8' mural permanently painted on a wall, but it still wouldn't be an acceptable portal if that wall were part of a school, for example.

Local policy and laws govern, Niantic will not over-rule accessibility that is governed by the local government.... NIantic clarified that a long time ago.... Stop lights and street lights no, they are not at sports fields or in parks..... Things in parks that are real world objects should be allowed.
