Niantic does state that hidden gems are allowed. Niantic does state a Creative Title can be used for them. A creative title can help a picture.... Well your not even looking at the title.... Niantic even states that the description can be used to explain how the portal is allowed and to be reviewed...

2 - if you used the descriptions properly than in the park POI you would have made mention of what amenities where located in the park, so the community would know.

Street View is acceptable. If you still can't see it then you can mark it with1 star if the nomination cannot be found, 3 stars if likely to exist but is obscured, or 5 stars if found and accurate.

I never said it was required to be pretty. I have used examples of them being painted would make them unique/significant. There could be a historical plaque on a picnic table saying it was used during the signing of the constitution and that could be considered significant while not being pretty. You focus on one small thing and try to make it work. No matter how you spin it, these are just normal used generic picnic tables.... every detail youve provided does not show even any slight chance of these being significant...

The difference is a lot of the things you mentioned specifically say to approve. Playgrounds = Approve
Trail Markers = Most Approve (Needs to have trail name or information)
Etc...
