So that argument is invalid. A basketball court without a basketball is still a basketball court. A lake without a fishing pole is a lake not a fishing spot. One of these things meet criteria and one of these things is explicitly excluded

There is no difference in a painted like fish picnic tables and regular picnic tables. They are not the POI, but it helps create the setting for the atmosphere of the poi.... Would a painted fish picnic table in a fishing spot help? It would only increase the visually aspect to a 5 star.... If everything meets, it meets, you can complain that you disagree with a picnic table, but it still creates the atmosphere that is needed for a portal with what is currently at the parks. Having to paint tables like fish, makes no sense on the difference. Pavilions do not need to have pretty painted picnic tables to be allowed. You are assessing if a fishing spot would make a great POI. I believe they meet more than enough criteria. I believe a picnic setting for a fishing spot is a great idea for the community, and the community loves the idea, because they fish too. So here we are.... Differences of opinion based on painting a picnic table would hold you up on approving. That makes no sense honestly, because fishing spots don't stay pretty when you are filet-ting fish on the tables. Some common sense needs to be used with adventurous activities like fishing where people expect something pretty. Sports fields and playgrounds are not pretty, yet they are allowed in parks.... They don't need to be because it promotes exercise and a activity than can be confirmed in the real world by communities. Fishing spots are the same, you can't get fishing spots where their is no shoreline. They are truly a hidden gem of the community... Shorelines typically have great views for players to enjoy while at the portal as well.

But to do a shoreline photo you need a man-made object to be valid., the picnic table with a designation on that is permanently on the picnic table makes the whole scene work as that is what the POI is. A place for the community to gather with friends and family, to enjoy the shoreline and doing some fishing. Seating is required for people to gather at. No difference than a trail marker for a trail. A backboard for a basketball court. A diamond for a baseball field. No different than a couple of boards and some paint for a educational display.... You got to stop assuming POI's are just a common picnic table or bench. When they can be used if their is a signifcant reason for them. Well a bunch of benches in a circle with gardens surrounding or a fire-pit, is creating an outdoor seating area not a bench. A pavilion is created with a structure, picnic and grille areas by it at a park/apartment complex, not a picnic table yet you take pictures of the picnic tables too. A playground is compiled of a few things to make it allowed, not the metal it is made of. You are assuming the POI is the picnic table, it is not, it is using it to create the Hidden Gem POI of a Fishing Spot at a park. That would be like saying the dirt on a baseball field is not a valid submission, because it is dirt.... This is what you guys are missing. You are not looking at things as scenery and a adventurous activity of would you enjoy fishing at a spot like this? A fishing spot with a picnic table to enjoy a picnic and fishing with your families on a beautiful waterfront shoreline? That is the questions you should be asking yourself instead of saying wait picnic table needs to be painted. to be approved. It does not require being painted. It is significant use by using a picnic table to create an atmosphere for the POI to be enjoyed by the community. Fishing, picnic table to allow for fisherman to spread their gear out, have a place to filet and chop up the fish they catch, and allows for families to have a picnic at the area while fishing for the family and children to enjoy.... That is what a portal should be.... That is what they want as a POI.... Because it is something communities would consider a Hidden Gem for the community to use.

On the table top is their is a designation that was stenciled on the top of the table. A sign is not required.
