People go to Parks to fish it is well known and common knowledge. It is no different then trail markers which is just a post with a number or an arrow.

You just refuse to listen. Picnic tables are one of those things that Niantic lists as a common feature of parks that are not significant enough to be a POI. That's why they don't get approved unless they are transformed into something more, like with an art project.

Significant is being used with a fishing spot to allow for being a table to use for tackle and food and drinks while fishing with families. Children get hungry and thirsty. This is common sense that it meets. It's makes a nice picnic area and afternoon for a family and children.
Significant is not necessarily artsy. A picnic table in a fishing spot environment creates a family atmosphere and a significant use for a picnic table in a natural environment setting. It is a manmade object and people leave it in place to use daily at the natural feature of the shoreline, and a title for a fishing spot is a valid exercise that can be done. Family's go to parks to do this. It's a valid submission.
Outdoor exercise areas are allowed. Fishing is an outdoor exercising and adventurous activity.
It is a community gathering spot. Fisherman and families use it. For hobbies, sport, mediation, and for picnics.
It is a hidden gem. As it is an adventurous activity.
The title is what you are supposed to be reviewing. Description. And where it is a valid reasonable picture of both.

A nice shoreline picnic spot would maintain why people would leave it there.
