Per your stance, then educational signage should not be allowed at parks then.... trail markers should be invalid. Park signs should be invalid. LFL shouldn't be allowed as well.
Real life accurate basketball players make free throws exactly perfect for a swish, but they also bank alot of shots off of the back board to make them. Backboard is not the intended target but its allowed.... same example. Few feet away you can still see the portal and be allowed to be considered accurate.

It's just a flag, and not even a real flag at that. It is a printed image of a flag. There is nothing historically significant about that particular image of a flag. And just because it is made by a church doesn't mean it is valid either. Some players use signs to represent a church, but it is the church that is the portal, not the sign. Personally, I rather have a photo of the church building instead of its sign.
Educational signs are portals because they serve provide educational information, not because they are sign. And like church signs, park signs are used to represent the entire park. It is the park that is the portal, not the sign. If the park didn't exist, the sign wouldn't be a valid portal. Trail markers are candidates because they represent the beginning and ends of trails, which are valid portals. LFL are portals because they are classified as public libraries.
So rather than submit "trash" that doesn't meet the portal criteria, why don't you instead focus on submitting things that actually meet the portal criteria? But I doubt you will do that because your entire point is to disrupt OPR for whatever insane reason.
How did you go from Flag to dual use at schools on one statement?
No a flag while important to the country is still just a generic mass produced item. If every flag was a portal there would be hundreds of thousands. Now if it was a special flag with like less stars and the history was explained then wonderful! Easy 5* but a flag for all we know bought at a local craft store and pinned to the wall doesnt mean its unique/special.
Difference between that sign and a educational sign at a park.... you can read every word on that church sign with no problems during the opr review. All of those little words on an educational sign always becomes so blurry you can't read them.
While I think that sign is eligible, I do not know the surroundings. I dont know the placement, I don't know if the church already has a portal. The sign itself could be a portal. I actually recommend resubmitting.
Edit: I would also suggest just naming it Cross Road Ministries that will probably net a better overall review.
Lol. That was hand painted on the plywood. I'd say it is more than just buying it at a craft store. But what ever makes you feel better.... rejections are ridiculous and keep them coming so I can keep sharing them.... more you guys don't follow the rules the more your showing the world that niantic needs to change and allow more people in. Then resubmit it, make sure you explain it’s hand painted and explain how long it’s been there. And also make sure to exclude the auto 1* reject reason next time.
Wasnt bias i didnt exactly review the submission, if it’s hand painted has an artist and has been there a while you might be able to get it approved, but I also suggest just focusing directly on that and not the whole wall that takes away from the submission.
The flag on the bar.... the church sign should be fine as is as long as you rename it, submit in the correct location, and it’s not a duplicate of the actual church portal.
Okay so the flag on the Bar, get closer up better shot that doesn’t show the entire wall, that is a lower quality photo. In the description say it’s a hand painted flag and provide a history like who the artist was or how long it’s been there. Give it a catchy title, hand painted makes a huge difference.
Also regardless of art that one was denied for other reasons and you should want to figure that out.

A sign is not, in and of itself, a valid portal candidate. Being made by a church doesn't turn it into one either.
A flag has historic value of being worthy if it is fixed and permanent. A sign by a church is allowed.
