I can agree more reviewers is positive, it just needs to be done correctly. More difficult test for all including ingress players, and I still think some sort of healthy balance.
I have quite a bit. Some even worse than others. Free libraries and swimming pools are rejections but people approve them. Contradicts my reviews. With DC and Northern Va there are a lot of swimming pools so it's easy to get disagreements with locals as a result.
You reject all Little Free Libraries? That would definately affect your score.... no where near the same a bird house. Your saying a Dog Poop Station has more culture than a little library?

Any other information is an opinion and not a fact. The niantic support is not trained to review OPR and should not be a source of new information.... But lets be real here I knew there is no way you would agree ever that you are making a mistake....

I will admittedly say this one is rather vague, I believe piers at a park should definitely be allowed, and honestly personally am fairly in favor of a boat launch (sign preferable). I have a question lined up for this for the next AMA as I honestly want a more concrete answer for everyone.

We are directed to place the POI pin as accurately as possible. SOME times this is not possible because of available imagery, and so we are allowed to be lenient in voting on their position in OPR reviews. If we can see it's only wrong by a little bit, we are allowed (but NOT required) to give high marks on location. We ARE also allowed to vehemently disagree with a posted location by moving the gps pin ourselves to a more accurate location. In addition, if we can see that the gps location is deliberately misplaced, such as over by a nearby sidewalk instead of at the actual location, we will have our "foul! no couch portal for you! not all portals have to be drive-by hackable!" spidey senses collectively engaged.
The criteria is actually very clear here. It, minimally, MUST be a man-made "something" in a publicly accessible location (please don't start THAT debate here, re: PRP vs corporate offices where only a pizza-delivery Ingress agent can potentially gain access, etc), which is ALSO a minimal value of "interesting". That "interesting-ness" can be for multiple possibilities, "including" being visually unique; contributing to local culture; a "community gathering place" (again, that debate is already over and decided); or several other possibilities. But it does NOT have to meet ALL of these things all at the same time, but the more things it DOES meet simultaneously, the easier it will be to pass successfully through OPR.
No. You will not get an electrical tower, or yet-another bench, or lamp post, or fence gate, or a waste bin approved. They utterly lack the vital criteria of "interesting". Convince your city council to allow a community project of painting everything with murals or other artworks, or have them erect commemorative historic or scientific plaques, and you have a much better chance, and will have wasted far fewer peoples time and energy.
Sure they're allowed. But again, make them somehow "interesting". Is there any signage showing it's being maintained by the local Game & Fish association? Did somebody paint the darned thing with a fish/bird/turtle pictorial? The signage near the road is a more likely, and more interesting, candidate. (As with sign != church but don't submit both because they're effectively duplicates, just the one or the other, at best.)
Same as 4, it's not a separate question. Man-made is man-made.
We 1-star things as we feel are appropriate, because they're common, or in an inaccurate spot, or don't otherwise fit a specific criteria. We've even now finally started to see the specific reasons OPR reviewers have collectively used as rejection reasons. Resubmit with refuted details in the supporting statement if necessary.

I would never approve PRP, but are you sure your not confusing stuff? I dont see a huge amount of PRP.

I reject all. Because it's crazy that they are basically converted birdhouses, yet birdhouses at parks get rejected constantly.
