How far off a paved surface is acceptable for a portal to be? Well technically per help, as long as it is visually able to be seen from the portal location it is valid, which is typically a few feet depending on what you are submitting. Larger objects would be easier to see further away.... Smaller objects would require to be up close and personal in a way. A portal at the sign at the entrance versus at the church when the church is free, is kind of explaining the distance in a way. The POI is the church, the sign is not the poi, but acceptable to use the sign and it is typically a few feet away from the POI. Yet still the POI is view-able from the portal location usually too. Just another example similar to my argument with fountains. Churches already established this rule on being allowed a few feet away from the actual poi and being acceptable.

You were trying to tell me that it was wrong for me to rate visual different based on its appearance. Even when i gave 2 different churches as examples.... A mountain top would be accessible because there are trails leading to the top, its called hiking... so you are now wanting to limit EVERY portal if not everyone can physically make it to the top?

Should schools with dual agreements be allowed to have portals on sidewalks that aren't on school grounds because they are a school. Yes, absolutely. Youth recs and adult recs play on those fields daily. If my county has had an agreement for 60+ years that the fields are community rec use, it should matter and the local players should allow them as it's based on the community helping the community learn the community.

For a 5 star review.... If you can find the "Portal" candidate in the map and the marker is on or within a few feet of the real-world location of the object.
Rate 3 stars.... If the "Portal" Candidate is likely to exist in the real-world location if obscured by trees, or if you are unsure of the real-world location.
Rate 1 stars... If the portal candidate cannot be found on the map. This can be confirmed by the photosphere already and in AMA's as well.

No where does it specifically say that you have to move the location to be exact and perfect... Please show me where in OPR it says to move to the exact location that within a few feet is not to be rated a 5 star for location.... The photo or support should be the location of where the portal is. As that is the view of the POI to prove it is visible from a few feet....
According to niantic standards.... they say it has to be visually seen and within a few feet. So it depends on if the agent who submit can locate and still show that it is visually seen. I'd say depends on the the size of structure honestly.
Again thats for the OPR section, it does not say you are intentionally allowed to submit something in the wrong spot. Then lets define "few" a small number of, so 1, 2, 3 feet tops.
It says visually seen. So until you cant visually seen the poi, the location showed be allowed. Like the Eiffel tower. It didn't have to be exactly on it. But it could of been located a few feet away and still visibly seen. All allowed per guide because of its shear size. Having things away from EMS is strategically important as well.
Followup question: The Washington Monument can be seen from miles away. Can the corresponding portal be place in Virginia, say, if that's convenient for the submitter/players?
The help says "within a few feet" meaning 1, 2, 3, and has to be visible not one or the other. But both... Meaning just because La tour Eiffel is massive and can be seen for a large distance doesn't mean the portal can be submitted a far distance away, again "a few feet".
Also, does it matter if the surrounding area is elevated relative to the PoI? For example, a small object might be visible 100 feet away from the side or top of a hill in one direction, but not visible from 100 feet away in a different direction that is flat or slanted down away from the PoI.

What kind of distance would be OK for a geodetic survey marker, for example, vs. a baseball field, for example?
Sports fields, personally I know can be seen from long distances.... because of sheer size and open area.
