Besides Readers Digest classifying etiquette/rules under culture that doesn't prove your point that cleaning up dog waste/ disposing of it is cultural...
Disagree. Culture is defined being culture. Just because it is for dogs, doesn't mean the people don't follow the culture and use the stations.
Disagree. If read, it says nearby for a sidewalk, hence why the support photo in prime isn't a bad idea to show the sidewalk to help support the portal. Because you can take a better picture of the item and support it with a photo of the area that includes a nearby sidewalk.
Well done on googling the two unconnected words you want to try and connect. Mass produced dog poop stations still do not have any cultural significance, they are purely functional. Readers digest points out that using them is a cultural norm, not that the stations themselves have any cultural significance.
Niantic is clear. No pedestrian access no portal..... it is written. You can't argue it. If you disagree then I would suggest saying that in AMA's.... but it is written and clear. B
Just like I'm raising the issue on boatramps. Because they are manmade objects on a natural body of water.... concrete is a manmade object whether people like it or not. Support photo showed plenty of area for pedestrians to use the boat ramp too, including a 6mph speed limit sign and multiple vehicles with boat trailers. It should of been an adventurous activity and allowed because boat ramps are used by community daily.
Im not disagreeing with what is written it actually proves my point. I am disagreeing with you now saying ALL portals require sidewalks to be accessible.
Your first screenshot form the help/opr literally says "an area next to the object for the player to stand" DOESNT SAY SIDEWALK ONLY. It mentions sidewalk as an example, grass could be a safe area to stand, sidewalk, a trail. Now that being said something could have grass next to it and not accessible because its in a median in the road with no path to get to becuase its not wanting people to jog across the street....
Support pictures showed the pedestrian area. Rejection in prime doesn't give you that picture back. Might be another valid question for AMA that it should give you the support photo too.
First off, the first paragraph literally says e.g. (e.g. (exempli gratia) e.g. is the abbreviation for the Latin phrase exempli gratia, meaning “for example.) meaning an example would be a round-a-bout with no sidewalk access should be rejected... Its not defining everything as needing a sidewalk, if it was it wouldnt say e.g. it would say Sidewalks are required for all submissions....
A paved service road for a park is accessible means of pedestrian access, as pedestrians are allowed to walk in the service road. They can read the signs and use the dumpsters near by too.

No need. We don't worship Dog Waste Stations - they aren't that unique or special. We don't take guests from out of town to see them. They aren't Historical, and I have yet to see one with a Memorial Plaque .
Do you understand why we wouldn't make them portals? How many Dog Poop Portals do you have in Baltimore-opolis ?
Per help. If you meet one criteria, it should have a full review. It meets culture and a community gathering place for dog owners.
Should have a full review.
Should this be a portal. Rate 2 to 5.
Is the title correct. Rate 1 to 5.
Is it Historical or Cultural. Rate 1 to 5.
Is it Visiually unique. Rate 1 to 5.
Is the location accurate. Rate 1 to 5.
Is it safely accessible. Rate 1 to 5.
My opinion is the following.
Should this be a portal. Rated a 3. Because we are unsure per guide.
is the title correct. rated a 5. Yes. It is exactly what it is.
Is it Cultural. Rated a 5. Yes. Because dog owners have a culture to follow at parks.
Is it visually unique. Rated a 1. Typical common thing.
Is the location accurate. Rated a 5. because I always located based on the picture taken. within a few feet per help written rules.
Is it safely accessible. Rated a 5. Yes because there is a nearby sidewalk that can be used to access the portal. And support photo would show the sidewalk with it.
I'm willing to place money that Niantic will give you the same answer for dog waste stations as they gave you for drinking fountains! Who was right about those? Oh that's right it was me and @AgentB0ss@TheFarix and all the other people who proved you wrong in those posts.

Based on your definition though, the sidewalk doesnt go directly up to the picnic tables and thus not accessible.

Accessible does not mean it has to have sidewalks. It means it needs to be safe to reach by agents. Its about safety.
"A70: Not all Portals need to be accessible to all Agents at all times. Think of it as an opportunity to make new friend."

Dude wheres the sidewalk?
You are reading 2nd and 3rd paragraphs but skipping the first paragraph where it is written.
Support pictures showed the pedestrian area. Rejection in prime doesn't give you that picture back. Might be another valid question for AMA that it should give you the support photo too.
I haven't seen any Dog Poop Stations that have sidewalks to them.
Maybe they have them in Baltimore/Indianapolis ?
I bet kentucky/Tennessee has plenty of them. Because they are typically located at sidewalk paths in parks.
First off, the first paragraph literally says e.g. (e.g. (exempli gratia) e.g. is the abbreviation for the Latin phrase exempli gratia, meaning “for example.) meaning an example would be a round-a-bout with no sidewalk access should be rejected... You can clearly see both sides of the boat launch and there is no sidewalk leading up to the boatlaunch meaning its not accessible by your definition.
But there is no direct sidewalk going to the Dog Poop Station. I have to walk on the grass to get to them.
(Our parks aren't paved. We have grass in our parks.)
What people say to me? Call your local councilman or what ever....
A paved service road for a park is accessible means of pedestrian access, as pedestrians are allowed to walk in the service road. They can read the signs and use the dumpsters near by too.
But in the guides where does it say that is okay? Its not a sidewalk....
Thank you for admitting you make up the rules as you go.
It says as an example. No sidewalk rate a 1 star. It's written and clear.
I swear my last 20 messages have been trying to prove that point to you, accessible doesnt mean SIDEWALK only.... Thanks for finally agreeing on that.
As you and I've said numerous times, parks are considered safe places. Niantic is the one who requires a sidewalk, not me.
Repeating a post above:

We can repeat the above too. It's written by niantic no sidewalks rate as a 1 star for accessibility.
How about this. @NianticCasey for submissions in parks do they require to have sidewalk access for each portal?

Sidewalk is only mentioned in the example part, not in the required part. The Required part is safe access, not sidewalks.

Are mountaintop portals invalid? Would a great information/educational signboard at a summit be invalid if there wasn't a paved route to get there?
How far off a paved surface (for example, a sidewalk) is it acceptable for a portal to be?
