When taking the photo of the poi, you have to do what it takes to get the photo that shows all criteria is met. To do that if you are off the poi by a few feet but it is visibly seen still it is allowed per rules, if a sidewalk is visible in the photo. You guys are adding additional criteria that is not written.
The screenshots state it pretty clearly, if you can't safely access the POI in the real world than it's a 1 star for safety/access.
No where does it EVER state to move the location even a little to make it accessible. Your told when reviewing to rate a portal 3 stars for location if it appears close to target This is presumably because street view etc can skew the location pin and the assumption is that the submitting agent has placed the POI accurately and correctly.
As an agents that has leveled to 12 (presumably) you would have had to have used ultra strikes to take out a shielded portal. If you can't get directly on the POI then ultra strikes would be worthless and a double Aegis shielded portal would be ridiculous to destroy.

Since pokemon go has submissions it doesn't matter on what the ultra strikes and other things use for ingress.

You cited to sources, and no where does it say that you should move or submit a portal a few feet away from the actual POI. No where, you are again making up your own rules. The rules state you 1. should be able to see the POI from the portal, remember here portals/stops/inns can be reached from a 20 meters radius from the actual game item, this doesnt mean to submit it 20 meters away it means place the pin correctly and the item should be visible from that point. The rules state 2. there should be a way to safely access the portal, aka you can reach a fountain by a sidewalk but you should be able to physically get up to the fountain.

Yes, the POI requires safe access, one thing that can determine safe access is a sidewalk, there are other "safe" access items that work too, like in a park a trail would be considered safe access. However, no where does it say place the pin on the sidewalk....
Edit: The actual POI Picture for the nomination doesnt need to show the "access" the supporting photo should, or the sat view, or street view. As long as one of the ways to view the material in OPR shows its safely accessible, than its fine.
Some of the trails don't even have footpaths on google maps. I disagree. You need the support photo to at least show the access. As written it clearly shows a picture with a safe harbor median in the middle of the road with no side walks, which is supposed to a be a rejection.

I would concede that a truly "glorified" dog poop station might have some artistic value, but the glorification would have to be truly remarkable to raise it to the level of a "point of interest". Make it from solid gold, or get Banksy to spray a mural on it, then you might have sufficient cultural significance. If it's just a mass produced object, then it's ineligible.
If you want poop stations as POI then should all trash cans also be POI? Both serve a symbiotic relationship, 1 place to get the bags, the other to deposits the full bags

It DOES matter to Agents that a POI is where it's supposed be so they can properly interact with it (including being on top of it to ultra strike it).
But the other games you just have to be vaguely near it, close enough to get in range of it nothing more.
