You do realize Redacted is being shut down by the end of the month? I wouldn't even bother with it at this point and take the risk of getting banned from the automated system.
Well, as everyone else has reported so far, it seems to run fine on iOS 13. It is also running fine on the newest Android OS, but Niantic support released a notice on Twitter that Redacted is no longer able to retrieve OS information from the latest Android OS which is leading to automated bans on those devices as its getting null returns making the system believe it is running an unapproved OS. I believe the way Redacted gathers OS information on iOS devices is different than Android OS devices so it may be safe, but I just wouldn't take the risk myself.
Correct, the "auto ban" issue on Android 10 is related to a specific change to the OS which means that an old app that has not been rebuilt cannot retrieve device information.
In short, when Redacted tries to read the serial number on a device running Android Q Beta/Android 10 it returns null because that's now a privileged permission. That triggers the back end anti-cheat mechanism. This was never going to be an issue because Redacted was going to be retired long before Android 10 dropped..... right...?

Here's the specific security issue: https://developer.android.com/about/versions/10/privacy/changes#non-resettable-device-ids
