Portal Validity question
A park in our city has been closed since January or February this year by the Health Ministry due to rat infestation. There's four portals total, three is outside in the parking area which is still fairly accessible, and one is inside the park itself (past fare gates) which isn't accessible for a normal pedestrian.
The park itself is barricaded. But the opposing faction somehow has access to inside the park. I'd usually let this pass if the park is only momentarily closed, but it has been 7 months now with no signs of reopening.
Is it grounds for an invalid portal or are we out of luck?

If certain people still have access, it's a valid portal.
I personally wouldn't submit it deletion unless I was sure the closure was permanent.
Niantic isn't going to care about "the opposing faction somehow has access to inside the park" because there's no practical way to prove those players aren't allowed to be there. They could be park employees, police officers on patrol, etc. For all we know, those agents might be exterminators there to **** the rats!
Do the objects still exist? If so, there is currently no bases to remove them.
Just wondering, does a portal that is in a recreation area for a gated community count as a valid portal? It is open to members of the gated community. But, it's not open to everyone. And, if the average person goes there, then they have to pass through multiple no trespassing signs to get to the portal.
Being in a gated community is fine.
As long as the submission itself is not on prp, and meets some acceptance criteria, and zero rejection criteria.

since january/february and your city hall hasnt resolved the problem? you should be asking them to act faster
