Multiple Lv8 Resonators on a portal

Hey everyone,
Newish to ingress (lv8) and seen a portal with 3 different players with 2 level 8 Resonators each on it.
Just wondering how this can been done as I though it was 1 per agent unless it was flipped with ADA/Jarvis when they all become the person that used it.

there was an event recently were you could deploy double 8 and 7 on each portal.

To expand on what Thaldeon said: if memory serves, the 'double deploy' was a reward for successfully completing the event, and it wasn't limited to L7/L8 resonators; you could deploy two L7 and L8 resonators per portal, and four L6 resonators per portal.
(I believe it was the MYRIAD Global Hack Challenge that had this reward, but I could be wrong.)
You can also have this scenario because an agent used a virus to flip the portal. If flipping to their own faction colour they own all resonators and mods.

@VanJeffery The specific scenario here was 3 different agents having 2 R8 each on the same portal. That can't be done by flipping.
It says at level 16 you can do that.
