The positive and the negative of improvements

Creating agreement-based scoring, which takes priority in evaluator evaluations, had 2 effects, 1 positive and one negative. The positive effect was to get candidates in low-rated areas, which we call LIMBO, to be evaluated (it would help if we could choose which candidate would receive priority). The negative effect was that many evaluators are evaluating fast and trying to follow others' opinions so as not to lose agreement, so many valid portals are being denied.
