Fix OPR translation
Since most of our local reviewers use the Spain Spanish translation to review in OPR, most of them get confused whether to reject high schools equivalent to our local education system or approve them and has brought some discussion. The issue is in the translation, it depicts the "Primarias, secundarias o instituto" (Primary, secondary or institute) buildings to be rejected, but in Mexico educative system institutes are known as private schools, when its supposed to be "Preparatorias" or "Bachillerato" wich is the real equivalent to high school education and grades 9-12, there are a lot of agents who approve them because "it's not written" but it is in the english version of OPR.
A fix is requested to clarify and make easier to review these locations, not everyone is capable of reading english locally.

To clarify, also in spanish educative system "bachillerato" is the equivalent of high school, you can google it, so it's a translation error.
