The “Should This Be A Portal?” question should be at the bottom in the mobile version of OPR
When doing OPR from the mobile website, the only visible things at the beginning are the portal photo, portal title, description, and the “should this be a portal?” question.
This is a very important issue in my opinion because many reviewers don’t bother to investigate further (yes, people are lazy and selfish) if they think that a portal is not eligible at first sight, and they just 1-star the whole thing, without seeing the additional photo or text.
Also, a reviewer should answer the “should this be a portal?” question after considering and answering all the other questions for that portal. It should be a summary and for these reasons it should be asked at the end.

Based on your initial impression of the candidate represented in the photo and the title/description, does the candidate seem like it would make a good Portal based on the acceptance criteria? This is not an overall rating for the candidate.
The problem is that people reject portals based on first impressions, while reading the support info and viewing the additional photo would often change their minds.
Also, IT IS the overall rating, since giving 1 star will let you skip the other questions and since it’s the rate that decides if the candidate will eventually be accepted or rejected. A final decision should be put at the end.
From the description in the desktop version...
"In your best judgement, would this portal candidate make a good addition to the portal network?"
Which is the opposite of “initial impression”.
AFAIK it's not been changed since before we had a supporting photo, ergo I agree it needs to be re-evaluated.
I think it needs to remain as is. If I'm iffy on a submission I will scroll further but there are a lot that shouldn't be portals.
Submitters should take enough of an interesting picture and title to make me and others want to look further.
And at least in my opinion the only thing that should be getting one Stars are the submissions that we have been told to give only one star.
