Posting on behalf of an agent on Reddit:
Starting with L8, (some?) edits are unlocked for agents. Recently, it seems like the requirement to complete the Wayfarer test was extended to edits, however Wayfarer can only be accessed starting with L10. Agents on L8 and L9 can therefore not submit edits even though they are technically unlocked as they can't access Wayfarer to complete the test.

But does it extend to those less than L10 and have recently Recursed?
The lock probably is, but edits are supposed to unlock at L8. With the lock, it's now L10, so either the lock is wrong or Niantic needs to raise the unlock limit to L10.
Recursed agents are exempt from the level lock.
What is by design unlocks AT 8 OR do test at 10 to unlock?
You can't have it both ways....
