Once Niantic updates the subscription price, Google (and maybe Apple also idk) will notify the subscribers that the price will be raised, however, the new price doesn't go into effect for a month for existing subscribers. People that have subscribed with the lower price should be able to get the higher CMU grant once on the lower price.
The same happened when the price was slightly adjusted up at the very start of C.O.R.E., it's probably a safeguard by Google so that devs can't suddenly increase the price from 0,99 to 99,99 two minutes before the subscription renews.
If you subscribe after the price raise though the new price will be active immediately.

So maybe the progress bar move will expose the "x" to opt out of the C.O.R.E ad when a non-subscriber gets over 1900 items.
