It only breaks cool number hitting if you aren't paying attention and expect it to pay out 10AP as before. (Now a single charge is usually 9AP... Why, Niantic?!).
But actually if you find the right portal to recharge it makes cool number hitting much easier, because provided you can calculate the number in advance you can earn almost any single-digit AP value including 1AP (as mentioned else-thread).
I don't have access to L8 portals, but with portals ranging from L1 - L7, I have gotten AP for recharging ranging from 1 to 130. I thought I saw a higher number once but have not been able to reproduce it.
149 is usually the max, as (for reasons unknown to me) the Boost Charge button never sends more than 15K XM to the portal. So if you find a portal that needs somewhat more than 15K to recharge, and have more than 15K in your XM bar, you'll get 149 (not 150 because XM tax and rounding down* - it might be 150 if you recharge locally without a key because that's the only way to avoid XM tax, but I haven't tried it).

The reason why is most likely the value is truncated.
The stat leaderboards and FS score sheets before covid definitely showed some interesting ways they obtain AP.
The new system is 1 AP per 100 XM, rounded down, with a minimum of 1 AP.
And it’s based on the XM you charge to the portal , not the XM you lose from the charge.
so a simple charge will usually get you 9 AP because unless you are within a few metres of the portal you will never charge the full 1000 XM.
If you use the boost charge and the portal has lost one 15% decay it’s pretty easy to predict the AP you will get.
For example, the standard solo deploy is a 87665544 portal, 30,000 XM at full charge. A single decay brings that down to 25,500 so you will see the portal as:
25,500/30,000
or 4500 XM short. So. Boost charge will give you exactly 45 AP.
you can also predict single resonator recharge after a single decay:
L8 5100/6000 = 9 AP
L7 4250/5000 = 7 AP
L6 3400/4000 = 6 AP
L5 2550/3000 = 4 AP
L4 2125/2500 = 3 AP
L3 1700/2000 = 3 AP
L2 1275/1500 = 2 AP
L1 850/1000 = 1 AP
Or AP = Level of resonator (except you get +1 for a L8 and -1 for L4 and L5)
So in some ways this can make fine tuning AP much easier once you get within a few hundred of your target

Boost charge all will drain from you up to:
whichever is least.
Therefore, since you never charge at true100% efficiency unless you are at a portal in person (and without using a key) the maximum AP is 149 for any portal with 15,000+ AP missing XM (assuming you have more than 15,000 XM stored up).
I also keep my portals pretty close to fully charged unless I want them to decay so I haven’t been able to test the max recharge limits.
The key though is to look at the recharge screen upper right corner to see how much total energy is on the portal:
Although the never true 100% efficiency will mean you will occasionally get a few less AP than you might expect from a boost charge.
If trying to get a precise AP total, I would always fine tune the last 150 or so AP on single resonators using the simple charge option (max 9 AP each charge) and then focus on single 15% decay resonators for the last few AP.
Also, not going to do all decay levels down to 6 days of decay but since 2 day decay is common:
L8 4200/6000 = 18 AP (boost), 9 + 8 = 17 AP for two non boost charges
L7 3500/5000 = 15 AP (boost), 9 + 5 = 14 AP (non boost)
L6 2800/4000 = 12 AP (boost), 9 + 2 = 11 AP (non boost)
L5 2100/3000 = 9 AP
L4 1750/2500 = 7 AP
L3 1400/2000 = 6 AP
L2 1050/1500 = 4 AP
L1 700/1000 = 3 AP

Yes I said that ('rounded down'). But why wouldn't they round symmetrically? That way you wouldn't lose a whole AP just because one XM got lost on the way, and standard single-recharge of a nearby portal would be 10AP as it always was.
Probably something simple such as blindly using an integer-divide operator, I expect.
I wish I knew but what I was trying to state was if you ever looked at your First Saturday stats, they're not whole numbers.
Just noticed 10 AP had become 9, when did the XM based recharge AP payout start? I couldn't find it via Google or Fev Games, but that may just be I didnt notice the change because I never use boost charge outside of portal battles or anomalies.
I noticed it on the morning of March 1st.
There was an announcement here in forums a few weeks back that “soon” charging AP would become proportional to XM, but they didn’t give any specifics.
Overall this means maximum AP for changing has decreased a bit and that you will generally get more by boost charging than by non boost and single resonator charging.
I wasn't able to get a screenshot but I got 150 on a local recharge today.
