Has Niantic even discussed this?
There are a topic talking about this running, out this forum
Yes, multiple times from Brian himself.
@BTTRioAzul this does not mean that duplication is going to be removed entirely. Just the Quantum Capsules are being removed.
They did not have much load on the server, but didn't really make Ingress as a whole a healthy game, key duplication with no effort being the worst offender.
Will see what happens next, the team will back home next week to work their wizardry.
Stay tuned

That's the announcement. The question is where was this discussed before hand.
That's also not a discussion of getting rid of quantum capsules. That's just, "Who knew that running a game takes resources?"
It was discussed beforehand, with regards to lag, it was strongly hinted that they may be scrapped, but the formal announcement was at Yokohama
Retire them. If you can't get backpacks banned then remove the reason for them.
Backpacks for cheaters will continue for the extra storage space if for no other reason. This will end key breeding though.
If it was causing the lag, we would of noticed it long ago, not just now.
It was in the topic of lag, not that anyone believed it is the cause of the lag
QCs promote stagnant, one-sided gameplay. Stagnation leads to players quitting and new players losing interest quickly. The net result is that more players would be playing the game right now if QCs hadn't been introduced.
I'm not sure their removal now will really help, but if most players that abused them quit that should lead to more players actually playing, not less.
