Sorry, English speaker. The red Portals started appearing after the Los Angeles anomaly. It appears to be random, and they start off at Level 1. Eventually if they are not taken down they grow to Level 2 and start linking to other Portals, and progress from there.
Hacking the portal (regardless of level) will do 100% of your XM bar worth of damage, both Simple hack and Glyph Hacking. Destroying the Red Resonators will make a bunch of keys and other gear drop on the ground around it.
