[bug] Hack Cooldown toast reports incorrect time

Issue:
After Hacking a friendly portal, the toast notification reports that cooldown for the next hack is 4 minutes.
Actual time is 3 minutes.
Using the clock in the top left as a reference, you can see that only 3 minutes have elapsed
Portal has no hack mods

This is not a bug per se, as Ingress doesn't show the exact time until the next hack, but displays one of 8 values rounded up from the current time remaining. As there is no 180 second message, it takes the next highest one, the 240 seconds message. As Brian said on Twitter already, it's wrong, but won't be fixed in the near future because it's not as simple as just adding a new message.
@InvestigateXM I saw that tweet, but didn't quite understand what was said.

I maybe wrong, but I do remember there used to be a notification for 3 minutes years ago.
It's always skipped 3 minutes. Even before they added heat sinks.
