I received all stuff from C.O.R.E. but rare Kinetic capsule. It doesn't work to restart Ingreds app.

Rare Kinetic Capsules aren't part of the CORE loadout yet. Niantic will switch them sometime in Q4, but there hasn't been a set date yet.
If you got an Apex instead, it's not missing anything.
