Colleges and Private companies, provided they are ok with it, should be allowed. However, anything on school property should not.
What about private apartments?(bunch of apartments close to each other sharing a common park, children playground etc) And sometimes fountain in the middle. I get a lot of those candidates.
And yes, random outsiders are not allowed.
I'd allow that too. It is still common grounds for the tenants.
Schools (K-12) is off limits. The rest is fair game, as long as it is not on Private Residential Property (single family residence or farm)

Fair game. They are in community commons so someone has access to the location just not general public.
I submitted 3 more portals at a public state university today they get approved most of the time. I had a campus directory denied but it is hit or miss as two others got approved but the one that got denied did not have fancy brick work hoping people weren't grading based of looks sigh.
