Roughly from the morning of the 28th to afternoon of the 30th portal syncs from accepted submissions are currently in Limbo. I have accepted portals from before and after this time period that have appeared in ingress, and the ones in Limbo have appeared in Pokémon Go so I know they are live in Lightship
