The problem with this 'workaround' is that only 6 of my 17 missing portals are in PoGo are pokestops. The remaining 11 all share an S2 cell with an existing pokestop, however are more than 20m away from an existing portal, so would be Ingress-only POIs.

Did you pay with a cc? If so, see if you can do a chargeback. Explain that you bought a digital service that you didn't receive due to a bug, and that you have attempted to contact them for resolution but got no reply.
As much as I loathe that Niantic can't seem to figure out how to sync portals again (or new pictures for almost two years now, for that matter), a charge back would very likely not work out the way you want it to, as Niantic did provide the service they advertised: "Agents holding this ticket and successfully checking into the After-Anomaly Party on-site will earn a tick towards the "OPR Live" medal" and "Submit 25 of Wayfarer actions (including Wayspot nominations, Wayspot edits, nomination appeals, and photo submissions) to get an independent assessment by the Niantic Wayfarer team by 28 July 2022 23:59 UTC.".
While we submit stuff via Ingress, we're not submitting Portals, but Wayspots for Niantic's Lightship database. A positive review never promised a sync as a portal to Ingress, and as long as the submitted 25 actions were acted upon (and if Niantic pushed the OPR Live medal), then they fulfilled their part of the contract. In addition, as this would be a "wrong" chargeback, it is entirely likely that Niantic will ban the account associated with it. Other companies do that as well, so if one of you attempt it, be prepared for the ban hammer.
Don't get me wrong though, it is still incredible how abysmal Niantic is at communicating stuff, and I'll think twice before buying another OPR Live in the future. I'd guess that 95% of people who bought OPR Live tickets did so to get new stuff into Ingress, and Niantic knows that. I understand that you can't just hit a "Fix Bug" button, but by god, just a tiny bit of communication would help (and not on the Wayfarer forum, but here, in the Ingress forum).
It is true that they didn't advertise to create portals, however, it is what everyone expects anyways.
And the least they could do is saying they will look into it, maybe open a form for people with OPR live that didn't sync, as these sheets are the best documentation they can get for unsynced portals.
I finally got a reply from support that they will escalate my request to look at those portals, so let's see if this will be fixed..
Just to add to the reports, I have multiple Portals that were accepted but have yet to sync to Ingress. These were accepted on August 12th, 13th & 14th, and also September 2nd (that last one was a Niantic appeal decision rather than a Wayfarer community review).

Silly me for upgrading an Ingress only Wayspot. It was approved on Sept 8 so should have synced in Sept 9, but did not.
The submission screen for PoGo shows it is live in Lightship.
It does not appear to have been moved from the accurate submitted coordinates of 35.781172,-78.826095. Really hoped to see this go live before another nomination I saw in voting that was inaccurately pinned here did.
Please do whatever magic you have to do to get this to sync!
It seems that many photos and portals got synced today. At the time of writing this, I still seem to have one unsynced portal in a "limbo", but let's hope that it gets to the game also.
Also this time the "portals created" stat seems to update unlike in the previous case of unsynced portals last year.

What has been done was good, but i have still portals missing, which are dated 2022-08-13 and 2022-08-15. And in the meantime i have an additional one missing, which is dated 2022-09-08. I had 25 new portals since this, so this one is also really not showing up (with no other portal in a radius of several hundred meters).
Its poor enough for anyone who has invested time and effort into submitting POIs to improve the portal network, but it’s really rubbing salt in the wound to know I paid actual real life money for this and I’m still being ignored.

It wasn't just anomaly weekend. None of my portals approved from August 13-16 synced either.
I noticed that for my wayspots during the weekend. But after it, all my other proposals have been appearing in ingress.
The other possible reason for wayspots not appearing in-game is the 20m rule, otherwise idk what it could be :/
And 2 weeks after it there was another weekend of no new portals. In which my OPR live was finished..

Well yes but that also included the afterparty and swag kit which were all complete so that's not really fair.

The first two candidates have at least 20m distance to the next portal, the other three have several hundreds of meters distance to the next one.
Additional to this annoying bug, I have some days, on which i don't get a new free nomination. That's why I feel betrayed here in several ways.
I would accept a restock of my maximum possible 40 nominations as an apology and as compensation for my inconvenience I had in the last few weeks.

So it looks like 3 of the 11 ‘stuck’ portals I had have appeared in Ingress overnight… fingers crossed the others follow soon…

2 wayspots I submitted the same day (2022-08-28) in the same vicinity got accepted.The closest portal already existing is more than 2 kilometers away.I got the wayfarer acceptation for the first one on 2022-09-14T18:48+02 (yes I know, not 48h ago yet) and for the second one on 2022-09-15T14:53+02.This 2 wayspots are more than 500 meters away from one another.The first one has not popped as a portal while the second one has.It seems that many photos and portals got synced today. My portal also synced today - thanks! As well as a portal that would disappear from intel unless it was linked - now it is showing and isn't linked.
My portals finally got synced...thanks Niantic.

Well, I got 1 out of 2 so that's 50%. I was lucky that only 2 portals got stuck in the first place.
I have no clue about the photo sync succession rate as I haven't kept track of those.
But yeah, still one missing so the sync didn't fix all of those stuck nominations.
