Banned Accounts start again
Is it typical to allow players that have been banned for misconduct (harassing, vulgar comms, multi-accounts, etc.) to begin again with a new account and let them play in the same area as the players they harassed?
What is the point of an account ban if they can begin again? this is not a case of random banning or agent claims.

How would you propose Niantic stop them from starting a new account? If they use a different email/log in, it’s a “new user” to the system not tied to the one that was banned.
I agree that they shouldn’t be able to, but it’s difficult to implement.
The local community is almost always aware when the banned player restarts. They usually play in the same location. They often use the same device? Is there no way to confirm they are using the same device for the new account hours after they are banned? Or a means to report them and have it verified.
It may not be practical but it seems wrong that the "victims" have to play against the person like nothing happened.

From the various ban email notifications I've seen in the past, Niantic welcomes banned players to make a new account, and to be sure to follow the rules this time. 🤣
if they would start break TOS again they should be banned again.
Niantic has never been working on sending specific player who violates the rules into exile forever. They would always get a second chance. New account = new chance, repeatedly.
Only chance for a banned forever account is a Cease and Desist Order. But that requires lawyers, and those cost monies.
As far as I know, that "invitation" to create a new account was only given to a handful of banned agents (a long time -years- ago). It is something that Niantic does not add in the ban mails nowadays.

Agree. How to enforce a player ban is a much bigger headache, as much as i'd love to see that take place, the tech is behind the capabilities of the community in this.
Around april-may of this year we got a cheater banned for spoofing, he's always used 2 accounts, i've given this example before but here we go again: he always used accounts A and B, B got banned for multiaccounting, almost inmediatly he created account C, around the date I mentioned we caught him spoofing and got his account A banned, inmediatly he created accound D with a simmilar name to account A. a month and a half later he got account A back, renamed accound D the same as B but changing an O with a 0. Now he's using accounts A, C and D freely and no one can do anything.
In the end Niantic gave him a prize for spoofing, gave him time lo lvl up a new account and ended up with 3 accounts and lots of L7 portals made by just 1 user. Sounds fair, doesn't it?
Such cases happen repeatedly. Those spoofers can always get their main account restored for reasons we don't know but can guess.
Situation went from bad to worse. Player got his original account back and kept the new account active, so he is playing both today. Wonderful system.
I would say playing with the recently created account and the restored banned account in the same day qualifies as breaking the TOS.
