Relax, my friend. From what we can see, CAL system is not intended to eliminate spoofers and multi-accounters. It's now used to protect strategic portals and drive away those suspicious accounts who touch those portals. The question is, if Niantic has been evaluating every single player with the help of one or multiple rating system then why only protect strategic portals not EVERY portals and EVERY suspicious account? Why not simply putting restrictions on all accounts that have low CAL score (while allowing players to appeal)
As some spoofing sub-accounts were jumping from regions to regions too frequently, why they are not receiving warnings or invitation to sometimes verify that they are really at that location, even if they are not touching strategic portals? As some players especially backpacking accounts definitely have very low CAL score because their pattern is alike and easy to be identified, why Niantic's not sending warnings to them or banning them directly after receiving corresponding reports, even if those accounts are not touching strategic portals?
Think about it. It's not a matter of potential false positives. It's an operational strategy. A game has to retain players, at least on the reports.
