Agent creates acounts for 7 and 9 year old kids. How to report?

What's the best way to report an agent violating the TOS by creating accounts for his 7 and 9 year old kids? Minimum age in EU is 16. The family was met at a portal and the kids confirmed being that age.

If you know the agent names you’re best reporting in app.
Ingress says 9+ on the App Store;
But does then clarify.
I know the agent names. It's about Ingress, not Pokemon, but that doesn't matter. How should I report in-app?
Where did I mention Pokémon? Go to your Settings in app and you’ll see Help Center.
Had this happen to me recently. You can report, but not likely to have anything happen. I'm sure it's more of a "cover your a$$" type thing for the lawyers than anything else.
Most accounts are for invisible people and there's no way to determine their age. It's tough. They could be old enough but we'll never know for sure.
The age limitation is due to COPPA
its impossible to prove same if u see someone with double accs u cant prove it as u not allowed take photos

In this matter, you will never prove your case. There are people who use 8 accounts at the same time. and what? No one bans them even if they are complained about. Ingress is the only game where cheaters go unpunished.
From one side,Ingress TOS doesn't allow child to play(not as Pokemon),also i've heard an opinion about that - account can be created but must do nothing in game (I think holding loot is a bad manner in this case) until it's owner will be 13.
There also was a conversation in past with alive support and they confirmed that it's against rules in Ingress.
But from real experience,support isn't reacting about obvious multiaccount users eg 0-200 glyph points per week/month but user blasts xmp non-stop,much more than even all passcodes can give. Or platinum purifier with bronze hack/glyph. So I think the only way is massive reports on "child account", and this potentially won't work. Sad but true.
